Invitation for Expression of Interest (EOI)

For District Resource Centres (DRC)

 

 

Bangladesh Telecentre Network is inviting Expression of Interest (EoI) from BTN members to become a District Resource Centre (DRC) and act as a hub for promoting activities surrounding building information and knowledge system for all citizen. A DRC will be an affiliated organization to promote and support entrepreneurs and institutions in establishment and operation of telecentres and other type of public access to information and knowledge through ICTs.

 

A. Scope of works

Following guidelines agreed upon with the BTN Secretariat, a DRC is expected to conduct at-least the following activities:

  1. Promoting the idea of Mission 2011 – “building an inclusive information and knowledge system for all which includes, inter alias, organizing events for entrepreneurs and institutions;
  2. Guiding entrepreneurs and institutions, whether they are ready to take long term commitment for hosting public access to ICTs including telecentre;
  3. Providing counseling in selection of a particular models of public access to ICTs;
  4. Providing support in set-up of a particular type of public access to ICTs;
  5. Providing necessary trainings (s) for entrepreneurs or organizations hosting public access to ICTs including telecentre;
  6. Providing technical support to telecentres.

 

B. Eligibility Criteria

Any organization meeting the following requirements will be eligible to apply for becoming an affiliated DRC of BTN.

 

B.1. Necessary Criterions

  1. Have commitment to promote the idea of Mission 2011 – “building an inclusive information and knowledge system for all”;
  2. Have experience in ICT for Development (ICT4D) related activities;
  3. Have skilled human resources and experience in providing ICT trainings and organizing successful events participants involving relevant GO, NGO and stakeholders;
  4. Financial solvency, meaning will not depend fully on potential earnings from activities as a DRC;

B.2. Additional Criterions

  1. Have a dedicated computer lab with at least 10 (ten) sets of computer with suitable internet connection;
  2. Have alternative power backup for running DRC operation;
  3. Have good management and documentation system;
  4. Have legal registration with the government of Bangladesh

NB

  • Any organization can form a consortium with other organizations (like training centre, schools, telecentre etc.) to fulfill all the requirements of the said  Eligibility Criteria;
  • The main organization should at-least fulfills the Necessary Criterions;
  • In case of consortium, legal entity of all the parties must be submitted.

 

C. Geographic Distribution of DRC

  1. There will be one (1) DRC at each district.
  2. At initial stage (until getting DRC for all districts) one DRC can serve more than one districts.

 

D. BTN’s support to the selected DRCs

BTN will provide the following supports at the initial stage which would include:

1.      Provide Training of Trainers (TOT) to two of the DRC’s staffs who will be Master Trainer to train telecentre entrepreneurs.

2.      BTN will sign an agreement with DRC and provide branding to the selected organization (s) as affiliated with BTN

3.      DRC will be certified training providing institution of Bangladesh Telecentre Academy

4.      BTN will promote these DRCs through its network. BTN will treat these DRCs as affiliated technical support provider for that district

5.      BTN will provide partial funding support for these DRC’s Master Trainers by which their effort can be maximized. At initial stage BTN will support a lump-sum of BDT 5,000 against every 20 entrepreneurs trained through DRC.

 

Possible additional income opportunities of DRCs: Being DRC will create income opportunity and goodwill value to the institutions. The additional benefits are as follows:

 

·         Income from training;

·         Income trouble shooting support to the telecentre;

·         Income from sales of hardware and other services in demand by telecentres;

·         Income from organising events sponsored by BTN or other partners;

·         Potential income from hosting services provided by BTN members and other institutions:

·         Scope of participation in national and international events

·         Prestige in the district and having network in the district with entrepreneurs and institutions, which will open new business opportunities;

 

E. Checklist for submitting EoI:

Legal registration certificate (In case of consortium, legal entity of all the parties)

Latest annual report of the relevant projects (In case of consortium,  annual report of all the parties)

CV of two master trainers

Audit report as supporting document for financial solvency (In case of consortium,  audit report of all the parties)

In case of consortium, copy of agreement between all the parties regarding this EOI.

ICT training manual; if any.

 

 

 

Selection Procedure: The organizations with the most appropriate qualifications and references will be selected based on the information provided in the EoIs. The selection process will be conducted in accordance with the procedures set out in the BTN’s guidelines which would include the following procedure:

  • Acceptance of EoIs
  • Notification to members submitting EoI about fulfilling the documentation requirements
  • Visit by the selection team nominated by the DRC selection committee
  • Meeting between the interested members along with their partners and DRC selection committee
  • DRC finalization and agreement signing with BTN
